Unfortunately, service dogs in training do not hold any of the same legal protections from either the federal or state government here in Michigan. You may want to check state law where you live and see if that differs for you.
By law, and I almost hate to admit this:
Businesses that do not normally allow pets inside are under no legal obligation to allow your service dog in training access. However, if you are with an accepted school, most businesses will welcome you and your dog gladly into their business. Just keep in mind, they are being kind by allowing this access. Law enforcement can not insist on it, nor with the American’s with Disabilities Act support your right to enter.

Very interesting point. I never stopped to consider that scenario. Service dogs can not be properly trained unless they practice in real-world situations, so hopefully most businesses and locations will do everything possible to accommodate the trainees!
Try starting public access training at pet stores. If your service dog is going to ignore distractions, dog treats, chews, and other dogs are okay to start with. After that, you might want to call a store before you go, explain your dog’s progress and ask for an invitation if you are training your own service dog.
